Specialized Training of Prosecutors and Authorized Officials
“Standards for Consistent and Uniform Application of the Instruction for Prosecutors and Authorized Officials – Modalities and Principles of Conduct in Criminal Proceedings“
The EU-funded Project EU4Justice, in cooperation with the High Judicial and Prosecutorial Council of BiH (HJPC BiH), aimed to enhance the prosecutorial system and law enforcement capabilities in Bosnia and Herzegovina. They developed specialized training for managerial-level prosecutors and authorized officials.
The training was implemented across four regions in Bosnia and Herzegovina in a four-phase cycle from April to June 2025, involving over 100 participants in managerial roles. This involvement ensured that the knowledge and skills gained would be integrated as standardized practices across the four criminal jurisdictions, enhancing institutional functionality throughout the judiciary in Bosnia and Herzegovina.
The training focused on the "Instruction for the Conduct of Prosecutors and Authorized Officials in Detecting Crime, Perpetrators and Executing Investigations“ (Instruction) that was endorsed by HJPC BiH in 2021, with the main objective of assessing normative potential, harmonizing practices, and establishing unified standards across Bosnia and Herzegovina for applying the Instruction.
Under the guidance of Džermin Pašić, Deputy Chief Prosecutor of the Prosecutor’s Office of BiH, a specialized training program was developed to facilitate proactive exchanges of best practices and assess procedural standards among various actors in criminal prosecution.
The training covered both prosecutorial and law enforcement aspects, emphasizing the investigative roles of authorized officials, the establishment of grounds for suspicion, and the principles of cooperation with prosecutors. Additionally, the training addressed prosecutorial competencies related to initiating investigations, timelines for conducting investigations, and monitoring police work, while highlighting the importance of efficient inter-institutional communication and public transparency.
